About the Department

The Legal Metrology wing of the state of Odisha is functioning at the Directorate of Legal Metrology under the Food, supplies & Consumer Welfare Department of Government Headed by a senior most administrative officer designated as Controller of Legal Metrology. All the consumers generally purchase the goods either in Weight or in volume or in length or in numbers etc and the responsibility has been cast upon this organization to ensure that the consumer gets the correct quantity whether it is in Weight, in volume, in length or in numbers for which he has paid the money to the consumer. The Department is engaged in regulating use of correct weighing and measuring instruments in production, trade and commerce to ensure that exact weight, measure and number of any commodity is provided to any customer as contracted for, or paid for by him. It also safeguards consumers' interest by ensuring mandatory declarations on packaged commodities.

Aims, objectives of legal metrology organisation

To protect the consumers and general public from unscrupulous exploitation in various fields of Weights and Measures.

To ensure use of standard and stamped Weights and Measures for the maintenance of their accuracies and to detect violations of provisions of law by the recalcitrant traders.

To achieve these objectives, the Legal Metrology organisation enforces the Legal Metrology Laws framed to provide social justice and equality to all in various fields of Weights and Measures. The said Laws are basically reformatory in nature and are of concern to everyone for the protection of the consumers.

The primary objectives of the Legal Metrology organisation are as follows:

  • To eradicate non-standard weights, measures etc. used in every sphere and to introduce the standard weights and measures in their places.
  • To enforce the various Weights and Measures legislations in different fields.
  • To verify and stamp the weights, measures etc. used in various fields of trade, commerce, production or protection with the intention of maintaining their accuracy and consequential accuracy in such fields by use of such weights and measures.
  • To enforce the provisions of the Packaged Commodities Rules.
  • To detect the violation of provisions of law by the defaulters and initiate legal action against them.
  • As a result of such verification, stamping and prosecution of the defaulters as per provisions of law, revenue in the shape of stamping fees and compounding fees etc. The Weights and Measures Department is engaged in regulating use of correct weighing and measuring instruments in production, trade and commerce to ensure that exact weight, measure and number of any commodity is provided to any customer as contracted for, or paid for by him. It also safeguards consumers' interest by ensuring mandatory declarations on packaged commodities.
  • The Department carries out regular/surprise inspections in markets, fair price shops, kerosene oil depots, petrol pumps, gas agencies etc. to check whether measuring and weighing units bear valid verification stamp and deliver correct weight, measure or volume of commodities to consumers. Inspections are also conducted on receipt of complaint from any source either in writing or telephonically. Action for short measurement, use of defective and non-standard weights and measures is taken as per provision of relevant Act and Rules.
  • Packaged commodities are regularly inspected to see whether the mandatory declarations such as complete name and address of the manufacturer/packer/ importer, month and year of packing/import, common or generic name of the commodity, net contents and the sale price of the package (Maximum Retail Price, incl. of all taxes) are printed on the such packages and declaration printed on them conform to the contents of the package.
